How long MDA registration takes, step by step.

Most published timelines for Malaysia are guesses. These are MDA’s own figures, step by step, from licence to registration, and the two response deadlines that decide whether your application survives a query.

MDA’s review clock runs from a complete submission with cleared payment. Neither Act 737 nor the Medical Device Regulations 2012 set a deadline for MDA’s decision.

Our track record

Registrations we manage are typically approved within about 3 months of submission in MeDC@St. The time before submission is mostly in your hands: how quickly the manufacturer supplies the QMS certificate, test reports, labels and post-market data. A gap analysis at the start gives a realistic date before you commit.

The two deadlines that end applications

  • 30 working days to supply missing mandatory information. Miss it and the application is withdrawn and the fee is not refunded (in force since 1 April 2023). This applies to new registrations, re-registrations and change notifications.
  • 90 working days from MDA’s request for other additional information or samples (MDA/GD/0070 §6.2–6.3).

Most delays we see come from queries the applicant cannot answer quickly because the manufacturer abroad has to supply the evidence. Collecting it before submission is the single biggest time saver.

Re-registration

MDA gives an initial response within 14 working days of a re-registration being assigned to a reviewer. The Automated Re-Registration Route (from 13 July 2026) has no prescribed review timeline. The window opens one year before expiry, and an expired certificate cannot be re-registered: see MDA renewals.

Frequently asked questions

How long does MDA take to review a registration application?
On the verification route, MDA/GD/0070 (2nd Edition, October 2025) gives 14–20 working days for Class A and 30 working days for Classes B, C and D, counted from a complete submission with cleared payment. For the full conformity assessment route, MDA’s re-registration FAQ gives 30 days for Class A and 60 days for Classes B–D. Neither Act 737 nor the Regulations set a deadline for MDA’s decision.
How long does the whole registration take from start to approval?
Add up the steps: establishment licence (14–21 working days once complete, if you do not already hold one), building the CSDT dossier, CAB conformity assessment for Classes B–D (MDA’s verification guidance puts this at about 1.5 months), then MDA review. Registrations we manage are typically approved within about 3 months of submission in MeDC@St; the steps before submission depend on how ready your documents are.
How long does an MDA establishment licence take?
MDA processes a complete licence application within 14–21 working days of it reaching the evaluation officer (MDA announcement, 25 March 2024). An incomplete application is returned once with 30 working days to fix it, then rejected. For a distributor, GDPMD certification has to be in place first, and that usually takes longer than the licence itself.
What happens if we do not answer MDA’s query in time?
Missing mandatory information must be supplied within 30 working days, or the application is withdrawn and the fee is not refunded (in force since 1 April 2023). For other additional information or samples, MDA/GD/0070 allows 90 working days from MDA’s request. You can reapply, but you start again and pay again.
Is the Singapore HSA route faster?
Yes, by MDA and HSA’s own figures. Their joint statement of 22 August 2025 put CAB review at 30 working days on the HSA reliance route, against 60 under full conformity assessment, with MDA registration within 30 working days. The route became permanent for Classes B–D on 1 March 2026.
How long does re-registration take?
MDA gives an initial response within 14 working days of the application being assigned to a reviewer. The Automated Re-Registration Route (from 13 July 2026) has no prescribed review timeline. Re-registration opens one year before expiry, so start early: an expired certificate cannot be re-registered.
